Candidate permit/certificate relationship based on source fields (municipality_code + permit_number): 13,393 P records with a candidate C and 13,308 one-to-one candidate groups. This is not a canonical project identity and is not 13,308 projects.
Permit numbers are reused within a municipality. Groups include one-to-many, many-to-one, and many-to-many P/C patterns. No official project identifier exists.
Statewide calendar construction-value totals are BLOCKED_DUE_TO_RECONCILIATION versus the Construction Reporter (about 20–52% for 2023–2025). Combined P+C cost is BLOCKED_PENDING_DEFINITION. Extreme ≥$500M rows are excluded from any approved metric.
Combined P+C construction value is not published. P-stage and C-stage sums are not published as statewide construction value. 7 unresolved extreme (≥ $500M) source rows stay in the evidence layer and out of approved metrics.
