Market findings

  • The statewide NJ DCA construction extract contains 2,678,341 source records (1,366,478 permit-issued and 1,311,863 certificate-issued). That is not 2.68 million unique permits or projects.
  • The canonical current New Jersey municipality universe is 564 municipalities; 556 are observed in this extract and 8 are agency-named non-reporters.
  • New Jersey maintains distinct public-works evidence sources: WALL, Wage Violation Watchlist, Treasury construction debarment, and Treasury vendor debarment. Appearance on one list is not appearance on another. Absence is not a clean record.
  • Specialty state programs in the acquired snapshot include lead evaluation (182), lead abatement (87), asbestos safety-control monitors (37), and fire-protection permitted businesses (529) with official C1–C6 classes preserved.

Four-county research

County pages project statewide construction source records onto four New Jersey counties. They are not municipality directories and not service-area maps.

Coverage: data received as of 2026-08-07. Stated retention is 60 months after receipt; observed process dates run 1989-10-12 through 2026-08-07, so this extract is not a simple 60-month file. Recent months are unaudited. Statewide construction rows are MARKET ONLY and have no contractor attribution.

Caveat
P and C are separate source classes. Do not add their costs. No contractor, address, or project identifier is in this source.

Permit / certificate relationship

Candidate permit/certificate relationship based on source fields (municipality_code + permit_number): 13,393 P records with a candidate C and 13,308 one-to-one candidate groups. This is not a canonical project identity and is not 13,308 projects.

Permit numbers are reused within a municipality. Groups include one-to-many, many-to-one, and many-to-many P/C patterns. No official project identifier exists.

Construction cost

Statewide calendar construction-value totals are BLOCKED_DUE_TO_RECONCILIATION versus the Construction Reporter (about 20–52% for 2023–2025). Combined P+C cost is BLOCKED_PENDING_DEFINITION. Extreme ≥$500M rows are excluded from any approved metric.

Combined P+C construction value is not published. P-stage and C-stage sums are not published as statewide construction value. 7 unresolved extreme (≥ $500M) source rows stay in the evidence layer and out of approved metrics.

Housing-unit change

Net housing-unit change on permit-issued records (gross positive and gross negative disclosed). Negative values are net losses/demolitions where the source uses them that way — not data corruption. This is not a fabricated “homes built” total.

Municipality coverage

STATE rows are individual state-building records. They are not an additional municipality and are not additive to a municipal statewide total. Do not infer that all 564 municipalities report data.
